Working in the framework of the program "The second line of defense"

The threat of nuclear terrorism with the use of weapons of mass destruction and their components posed a serious task for governments of different states in the early 19th century to reconsider approaches to control of the movement of respective materials through customs and border crossing points.

Second Line of Defense (SLD) is a branch of the National Nuclear Security Administration and the US Department of Energy. The mission of the SLD program is to reduce risks of proliferation of nuclear materials and to interdict illicit trafficking of radioactive materials in key destination countries (primarily Central and Eastern European countries as well as in Central Asia).

The main goal of the SLD program is to implement a set of long-term activities aimed at reduction of risks of nuclear material proliferation and prevention of nuclear terrorism.

Other goals include:

  • Strengthening of capabilities of respective agencies of the Republic of Kazakhstan to detect and interdict illicit trafficking in nuclear and other radioactive materials;

  • Reduce risks of illicit trafficking of nuclear and radioactive materials through the border of the Republic of Kazakhstan and other states, including through strategically important transit crossing points.


The Second Line of Defense program provides for implementation of the following tasks:

  • Provide technical means of radiation control and respective communication means to crossing points along the territorial (customs) border, including airports and seaports on the territory of the Republic of Kazakhstan;

  • Create an infrastructure to ensure effective organization of control of nuclear and radioactive materials;

  • Maintenance of radiation control equipment;

  • Development and implementation of joint training programs.


Implementation of the SLD program in the Republic of Kazakhstan has become a significant push toward creation of modern mechanisms of radiaction control development in the work of delegated authorities.

Korgau KZ LLP is a subcontractor of the Pacific Northwest National Laboratory (PNNL), which is a general contractor of the US Department of Defense in the Republic of Kazakhstan engaged in implementation of the program provided by the SLD Executive Agreement dated May 5, 2006.

Per its obligations under the Agreement, since 2009 Korgau KZ LLP has been performing technical maintenance of Yantar automated radiation control facilities installed through the joint Kazakhstan-US SLD program per the Executive agreement between the US Department of Defense and the Ministry of Finance of the Republic of Kazakhstan on Cooperation to interdict illicit trafficking of nuclear materials (hereinafter referred to as ‘Agreement’).

In addition to scheduled maintenance and emergency repairs, our company is also very active in implementation of training programs offered by the Pacific North National Laboratory for employees of state agencies responsible for the use of the equipment supplied through the SLD program.
